Development Process

The 2026-2030 Strategic Plan Development Project Team consisted of Project Sponsor, Mark Dombroski (Asst. General Manager / COO), Project Lead, Luis Jimenez (Operations Administrator), and Team Members, Marilyn Gilbert (General Manager & CEO), Mike Perez (Chief Financial Officer), Constanza Miner (CAO), and Paul Gonzalez (General Counsel & Chief Legal Officer). Additional input and support was provided by the Directors of Water/Wastewater Operations, Water/Wastewater Engineering, Electric Transmission & Distribution, Electric Operations, Power Supply & Market Operations, Environmental Services, Human Resources, Communications & Support Services, Enterprise Solutions, and Finance.

Historically, BPUB has followed a 5-year strategic planning cycle. For the 2026-2030 Strategic Plan (The Plan), BPUB has developed a comprehensive five-year strategic plan that unifies the ten (10) subordinate departmental business plans under a single framework. The Plan aims to establish clear strategic outcomes and key performance indicators (KPIs) to enhance operational efficiency, address future challenges, and drive sustainable growth.

In June of 2025, BPUB entered into a contract with ScottMadden, a management consulting firm with extensive experience working with municipally owned utilities, to lead the development of the 2026-2030 Strategic Plan. The approach used to develop The Plan was designed to align The BPUB Board, Senior Leadership and other stakeholders around the strategic direction of the organization with a focus on prioritizing the most impactful outcomes. The approach broke down into two phases:  (1) Strategic Assessment and (2) Strategy Development and Implementation Planning. The key activities associated with each phase breakdown as follows:
